A Senior Policy Analyst at The CDM Group, Inc., Ms. Kunz is also a mediator in private practice and serves as a Senior Scientist for the Human Interaction Research Institute. At CDM, she has worked on Division of Workplace Programs (DWP) tasks since 1992 under all of the Division’s delegated policy oversight authorities and has provided hundreds of hours of question response, consultation, training, and technical assistance to Drug Program Coordinators (DPCs) and agency teams. She designed and delivers the new DPC orientation briefing and developed the protocols and documentation for several program oversight processes.

Over the course of her more than 30 year career, Ms. Kunz has maintained a special interest in drug-free workplace programs. In the 1970’s, she served at the Single State Agency level as the chemical dependency training and credentialing coordinator in Minnesota and as the Midwest region’s representative on a national task force that reviewed state-developed training materials for national distribution. She also served at the regional level, as corporate oversight and support for the National Institute on Drug Abuse’s (NIDA’s) Central, Southwest, and Western Regional Support Centers, and as the national training credentialing coordinator under NIDA’s National Manpower and Training System.

Later, Ms. Kunz directed a labor-management cooperation program for the International Brotherhood of Teamsters and the wholesale baking industry and mediated development of model contract language addressing substance abuse prevention and drug and alcohol testing. Preceding federal regulation by several years, this agreement was widely implemented without legal contest. She also mediated numerous private sector and non-federal public sector employment and workplace cases involving substance abuse and drug testing programs. Ms. Kunz has resolved employer-employee and union disputes; designed and facilitated joint policy creation, quality review, and adjustment processes; and worked on several cases involving the integration of employer and union drug and alcohol testing policies, including Department of Transportation (DOT)-regulated testing.

Her experience also includes developing and delivering substance abuse program development training for the Department of Labor’s Job Corps system, and serving as the workplace program integrator for a joint project of the Departments of Health and Human Services (HHS), Housing and Urban Development, and Labor. A primary author for the Center for Substance Abuse Prevention’s (CSAP’s) first publication and toolkit for employers on Drug-Free Workplace Programs, she served as the technical and program consultant on workplace and employment issues for the Drug Enforcement Administration’s (DEA) Demand Reduction Program and for DEA’s New Jersey and New York Field Offices from 1992-1999.

Ms. Kunz served in consulting roles for two CSAP National Center for the Advancement of Prevention (NCAP) contracts. Under NCAP I, she supported CDM’s contract for product design and dissemination; under NCAP II, she served as the study co-director, with Dr. Thomas Backer, for a study examining the then-emerging issues of fidelity, adaptation, and quality in evidence-based substance abuse programs implementation. She recently completed two Substance Abuse and Mental Health Services Administration (SAMHSA) projects with Dr. Backer addressing performance metrics and evaluation for substance abuse information dissemination activity and substance abuse workforce development issues. Ms. Kunz received her B.A. degree from Hamline University, and has done graduate work at both the University of Minnesota and George Mason University.

Dr. Autry is a psychiatrist, a former member of the Federal Senior Executive Service and Senior Medical Consultant and Interagency Coordinator for HHS/SAMHSA. For more than 25 years, Dr. Autry held key leadership positions in mental health and substance abuse substance abuse research, policy, and administration and has also maintained a private psychiatric practice. He retired from federal service in April 2009, and received commendations from the HHS Secretary and the Secretary of the Department of Veterans Affairs (VA).

Following a psychiatric residency at the National Institute of Mental Health (NIMH) and St. Elizabeth’s Hospital in Washington, DC, Dr. Autry served as Lt. Commander, U.S. Navy, Chief of Psychiatry, at the Naval Operations Base in Norfolk, VA, and as Staff Psychiatrist at the Portsmouth Naval Hospital in Portsmouth, VA. He also served as Psychiatric Consultant to several private and community mental health and substance abuse programs.

Bringing the dual perspectives of an active practitioner and a researcher to the work of federal agencies addressing mental health and substance abuse issues, Dr. Autry served as the Associate Administrator for Policy Coordination for SAMHSA’s predecessor agency and also served in a variety of leadership roles in NIMH and NIDA, including:

In 1990, Dr. Autry was appointed Director of NIDA’s Division of Applied Research, now known as the HHS/SAMHSA Division of Workplace Programs, and was responsible for the implementation of Executive Order 12564, which requires federal agencies to establish comprehensive drug-free workplace plans. He was also tasked with the first research effort to examine successful models of substance abuse prevention and early intervention under managed care benefits provided by private and public sector employers. Dr. Autry oversaw the management of the Division’s National Laboratory Certification Program, the implementation of the Mandatory Guidelines for Federal Workplace Drug Testing Programs, and development of the system of training for laboratory inspectors and Medical Review Officers.

Dr. Autry also consulted with other federal agencies on issues related to mental health, substance abuse, and the workplace. In 1994, he served as the convener of an interagency panel created by the Director of the Office of National Drug Control Policy (ONDCP) and authored its report and recommendations on a Federal Initiative to Encourage Private Sector and Non-federal Public Sector Substance Abuse Workplace Efforts. He served as a technical advisor to the DOT on its drug and alcohol testing program and on related issues, including the implementation of the North American Free Trade Agreement (NAFTA) provisions regarding testing reciprocity. In addition, he served as HHS representative on several special projects, including joint work with Russian public health officials on substance abuse prevention and treatment matters.

In the late 1990’s, Dr. Autry served as the Acting Deputy Director of the HHS/SAMHSA CSAP during a period of leadership transition and he briefly returned to direct the DWP before being asked to serve as the HHS/SAMHSA Deputy Administrator in 1999 and as the Acting Administrator in 2001-2002. He returned to his position as Deputy Administrator from 2002 to 2003 before assuming the role of Senior Medical Advisor and Interagency Coordinator. In addition, Dr. Autry served for four years as the HHS/SAMHSA interagency liaison to the VA, and as a member of the Public Health Service Quality Review Panel for ten years—six as the panel’s chair. From 2007 – 2014, Dr. Autry served on the VA Secretary’s Advisory Committee on Homeless Veterans.

Dr. Autry helped design and fund the mental health parity study of the Federal Employees Health Benefits Plan which was instrumental in the passage of the Paul Wellstone and Pete Domenici Mental Health and Addiction Equity Act of 2008. He was a reviewer on the regulations implementing this Act prior to his retirement from federal service. He currently serves as a national health care reform and mental health parity consultant with the National Behavioral Consortium.

A recipient of both the Presidential Rank Award for Meritorious Service and the Presidential Rank Award for Distinguished Service, Dr. Autry is also a Distinguished Life Fellow of the American Psychiatric Association.

Dr. Autry, a graduate of Rhodes University and the University of Tennessee Medical School, has received numerous awards and fellowships and has published and presented articles on schizophrenia, depression, behavioral medicine, and substance abuse prevention and treatment in the workplace. He continues his private practice and consults and lectures on mental health and substance abuse issues, Medical Review Officer practices, mental health/substance abuse disorder parity, health care reform, and related topics. Dr. Autry currently serves as the medical consultant and Responsible Physician for the employee assistance and impaired professionals programs, primarily for licensed health care workers in the states of Delaware and Oregon.

Dr. Walsh is an internationally known expert in substance abuse issues, having served more than 28 years in federal service in senior research and policy positions. He received his doctoral degree in Psychology from The American University in 1973 and is licensed to practice in Maryland, Delaware, and Florida.

As a civilian scientist at the Naval Medical Research Institute [NMRI] in Bethesda, Maryland, he conducted biomedical research examining the effects of drugs on human performance in the areas of psychopharmacology, behavioral toxicology, and hyperbaric-medicine. After 14 years as a bench scientist at NMRI, he transferred his knowledge and skills to HHS’ National Institute on Drug Abuse (NIDA) to work on research in clinical and behavioral pharmacology and public policy.

During his tenure at NIDA, he served as the Director of the Division of Applied Research, the predecessor organization to today’s Division of Workplace Programs (DWP) at HHS’ SAMHSA. He directed numerous national research programs including those on drug policy, drug effects on performance and driving, drug testing, employee assistance programs, and AIDS treatment research.

In 1986, Dr. Walsh and the Division of Applied Research were tasked by the White House with implementing Executive Order 12564, Drug-Free Federal Workplace. In this role, Dr. Walsh: convened the task force that developed the scientific and technical guidelines for federal employee drug testing that became the Mandatory Guidelines for Federal Workplace Drug Testing Programs; established and directed the National Laboratory Certification Program; convened the working group that became the Interagency Coordinating Group Executive Committee that developed the Model Plan for a Comprehensive Drug-Free Workplace Program; and coordinated development of all federal agency drug-free workplace programs.

In 1989, Dr. Walsh was appointed to White House staff to serve as Executive Director of the President’s Drug Advisory Council in the Executive Office of the President. He also acted as an Associate Director of the Office of National Drug Control Policy (ONDCP) until July 1993.

On retirement from public service, Dr. Walsh created and managed The Walsh Group, P.A., which specialized in research related to substance abuse policy, drug treatment, drugs in sports, drugged-driving, and development of drug detection technology, and provided consulting services for corporate clients developing drug and alcohol policies and programs.

In 2010, Dr. Walsh formed The Walsh Group LLC, and continues to consult and provide expert testimony on the broad aspects of drug and alcohol policy issues. He is currently a consultant to SAMHSA’s Division of Workplace Program, where he serves on a team of subject matter experts examining the use of oral fluids drug testing technologies and the state of the science for other alternative specimens in forensic drug testing. In 2012, Dr. Walsh partnered with CDM to create an online supervisor training program for the Department of Homeland Security.

Author of more than 100 publications including books, chapters, and research articles, Dr. Walsh has been an invited speaker at national and international meetings and conferences, has appeared on TV news and commentary (Nightline, CBS Evening News, ABC World News, NBC News), and has been a witness before Congressional committees of both the U.S. Senate and House of Representatives to provide expert testimony on issues relating to the effects of drugs on performance, drugs and driving safety, drug testing, laboratory certification, and workplace drug policy.

Dr. Caplan is a Board Certified forensic toxicologist who has served as Chief Toxicologist for the State of Maryland’s Office of the Chief Medical Examiner and as Scientific Director for the State’s Alcohol Testing Program (1974-1991). He also served as Director of Toxicology and Forensic Toxicology for Quest Diagnostics in Baltimore (1977-1999).

Currently the Laboratory Director for the State of Maryland, Division of Parole and Probation, Dr. Caplan also serves as Adjunct Professor in the Department of Pharmaceutical Sciences of the University of Maryland School of Pharmacy. He also serves as a scientific consultant to Aegis Sciences Corporation and to CDM, under its support contract with SAMHSA/DWP. He is currently chairing a special Working Group of the Federal Drug Testing Advisory Board that is examining the state-of-the-science to determine whether oral fluids drug testing can be integrated into the Federal Drug-Free Workplace Program.

Dr. Caplan is the Past President of the American Board of Forensic Toxicology (1988-2008) and recipient of the Board’s Distinguished Service Award. He is also Past President of the American Academy of Forensic Sciences (1987-1988), and received its 1989 Rolla N. Harger Award and its 1996 Distinguished Fellow Award. He has served as the President of the Society of Forensic Toxicologists and as Chairman of the National Safety Council’s Committee on Alcohol and Other Drugs, receiving its 2000 Robert F. Borkenstein Award. Dr. Caplan chaired the Maryland Section of the American Chemical Society and received its 1994 Maryland Chemist Award. He is Associate Editor of the Journal of Forensic Sciences and the Journal of Analytical Toxicology and serves as an advisor to attorneys and government agencies regarding alcohol and drug testing issues.

He received his Bachelor’s degree in Pharmacy and Ph.D. degree in Medicinal Chemistry from the School of Pharmacy of the University of Maryland at Baltimore.

Dr. Keane is currently the Deputy Project Director for CDM’s support contract to SAMHSA/DWP. He has more than a decade of experience managing the Federal Drug-Free Workplace Program’s Annual Survey Report (ASR) and in providing technical assistance to agency staff submitting descriptive and statistical data about their plans and activities.

As a CDM Corporate Supervisor, Dr. Keane oversaw the team that converted the ASR from a paper-based to an electronic system in 2000, and directly supervised the conversion of the electronic ASR reporting system to a Web-based system that all federal agencies use to complete their reports online. He has directly supervised all aspects of the ASR, including questionnaire revisions, report reformatting, technical assistance, agency follow-up, data verification, and report preparation. Dr. Keane is currently supervising the 12th iteration of the Web-based ASR.

With more than 25 years’ experience in health services research and administration and delivery of health services, Dr. Keane has served as director or investigator on 18 multi-year contracts and subcontracts under HHS.

He recently served as Project Director on an evaluation of HHS delivery system reform efforts and Affordable Care Act Provisions for the Assistant Secretary for Planning and Evaluation (ASPE). He also served as Corporate Supervisor for CDM’s DoD/TRICARE-sponsored study with Brandeis University on the effects of deployment on the health of military dependents and has extensive experience directing both primary data collection and secondary data analysis of national surveys and other large datasets.

Dr. Keane was the Project Director for a study of Head Start Program health services and a Senior Research Analyst on three related studies. In addition, he served as principal or co-principal investigator on several economic studies examining issues related to health manpower, the cost and utilization of health services, graduate medical education, and quality control in health education financing programs. Dr. Keane also supervised health research units that provided forecasts of health expenditures and analyses of per capita expense and utilization trends for The United Mine Workers of America Health and Retirement Funds. He holds a doctorate in Health Finance and Management from The Johns Hopkins University School of Public Health.

Dr. Blackburn, a clinical psychologist, has more than 25 years’ experience as a subject matter expert and national and international consultant in substance abuse and mental health treatment. She is the former Executive Director of Caron, Inc., a multi-site treatment organization providing a broad range of inpatient, residential, and outpatient services in substance-related and co-occurring disorders for adults, adolescents, and families.

Dr. Blackburn joined CDM in 2008 as Expert Content Director on the HHS/SAMHSA Knowledge Application Program (KAP) contract. She is currently responsible for all content direction, development, and production of the KAP Treatment Improvement Protocols (TIPs) across topic areas, including, but not limited to: Native American, Women, Cultural Competence, Trauma-Informed Services, and Reintegration into the Community for Veterans and Military Families. She provides content knowledge, research analysis, consultation, and technical assistance in behavioral health treatment and prevention across populations and settings, with a specialty in cross-cultural competence. She oversees staff organization and planning for TIP development and editorial reviews; selects panel members and facilitates consensus panel meetings; and oversees field review and clearance processes. Dr. Blackburn also currently leads the Editorial Committee of a Coordinating Center project for the Office of Women’s Health.

With a research background focusing primarily on treatment outcome measures and cognitive processes, Dr. Blackburn has served in many capacities as a diagnostic researcher utilizing various physiological and psychological measures. As Director of Research and Program Development for CATOR (Brown University) outcome studies at the Caron Foundation, she was responsible for overseeing data collection policies, implementing data collection, analyzing/disseminating monthly reports, and conducting presentations on outcome results. At Caron, she also served as Principal Investigator on a five-year treatment outcome study evaluating an inpatient nicotine cessation program.

Her extensive clinical, training, and supervision experience in outpatient and inpatient settings in behavioral health ranges from criminal justice to hospital-based programs, both across diverse race/ethnic populations and within specific cultures. Dr. Blackburn, well-known for her work with families who are affected by substance use and co-occurring disorders, also serves as a research and program development consultant nationally and internationally in substance-related and co-occurring disorders (special focus on traumatic stress), gender-responsive and family-oriented treatment, and culturally-responsive and evidence-based practices (specifically cognitive–behavioral therapies). Her background also includes working as liaison for the National Institute on Drug Abuse (NIDA) for Pennsylvania, New Jersey, and New York through the Northeast Addiction Technology Transfer Center (NATTC), streamlining information dissemination for the Clinical Trials Network (CTN) in addictions.

Dr. Blackburn teaches undergraduate and graduate studies at a number of colleges and universities that focus on clinical interventions, special populations, research methods, and program evaluation. In addition to faculty appointments, she was awarded the highest civilian honor—the Officer’s Cross of Merit for program development in substance abuse treatment in Eastern Europe post-communism—by the president of Poland. Other awards include Meritorious Distinction for Clinical Psychology Research in Addictions and the Steinman Fellowship in Medical and Mental Health Education.

She received both doctorate and M.S. degrees in Clinical Psychology from the Philadelphia College of Osteopathic Medicine, an M.S. in Rehabilitation Counseling from the University of Scranton, and a B.A. degree in Psychology from Millersville University.

An expert in conflict management, prevention, and resolution, attorney David P. Clark has more than 15 years’ experience assisting clients in public and private organizations and associations to successfully prevent and resolve internal workplace problems. A skilled arbitrator, facilitator, mediator, and trainer, he is a subject matter expert in employment discrimination, and expert in facilitated dialogue, interest-based bargaining, negotiation of legal disputes among attorney advocates, and appropriate dispute resolution within an organizational conflict management system.

Since 2010, Mr. Clark has worked as Administrative Judge and Hearing Examiner as a contractor with the U.S. Equal Employment Opportunity Commission, and, from 2005 to 2009, with the District of Columbia Office of Human Rights, presiding over and adjudicating claims of discrimination filed by employees and applicants for employment with the EEOC and the District of Columbia government. Mr. Clark also serves as a member of arbitration panels of the American Arbitration Association, Federal Mediation and Conciliation Service, and Financial Industry Regulatory Authority, and has issued binding written decisions in more than 80 arbitration matters in areas pertaining to employment discrimination, labor-management relations, compliance with ethics and personnel regulations, and commercial contracts.

As a Facilitator and Mediator in more than 400 cases, Mr. Clark has served as an impartial, neutral, problem-solving facilitator for a wide variety of interpersonal and organizational issues, in both informal and formal settings, for Fortune 500 companies, public and private sector labor unions, federal and local government agencies, and other organizations. Through a Washington, D.C. management consulting firm, Mr. Clark also provides mediation, facilitation, training, and alternative dispute resolution (ADR) services to clients, including United Parcel Service, Federal Deposit Insurance Corporation, U.S. Department of Homeland Security, and U.S. Department of Agriculture. In this position, Mr. Clark is also responsible for recruiting, developing, and managing the firm’s national roster of conflict management professionals; assigning work to neutral contractors across the country; and consulting with client management to ensure appropriate intervention of neutrals and consistency of service with organizational goals.

An Adjunct Professor of Law at American University Washington College of Law since 2006, Mr. Clark teaches the “Lawyer Bargaining” course, introducing law students to ADR systems and functions. Through the use of role-playing and other simulations, he provides skills training to law students in the interest-based bargaining approach as well as traditional distributive bargaining techniques and practices. Mr. Clark’s background also includes three years as Attorney and ADR Manager with the Federal Labor Relations Authority (FLRA) in Washington, D.C., where he was charged with appellate review of disputes involving the federal government and its employees. Cases involved collective bargaining, administrative law and regulations, civil rights, and sovereign immunity.

Mr. Clark is a member of the bars of New York, New Jersey, and the District of Columbia, and a mediator with the Supreme Court of Virginia. He received his J.D. degree from Washington College of Law at American University, his M.A. degree in International Law and Organizations from American University, and his B.A. degree (cum laude) from the University of Richmond.

An epidemiologist and CDM Senior Research Analyst with extensive experience in health- and social science-related research, performance measurement, and evaluation, Ms. Grayton also possesses expertise in data management and analysis. She has more than 12 years of SAS, SPSS, and SUDAAN programming experience, particularly in studies requiring complex data manipulation. She served as Project Director for CDM’s DoD/TRICARE-sponsored study with Brandeis University on the effects of deployment on the health of military dependents, and is currently Senior Analyst for the Eunice Kennedy Shriver National Institute of Child Health and Development’s (NICHD) Health Behavior in School-age Children Survey and the NEXT Generation Health Study.

Ms. Grayton also served as a Data Analyst for SAMHSA’s grantee data collection, consolidation, and analysis efforts, and she cleaned, standardized, and harmonized survey and program performance data from state agencies and service providers.

Ms. Grayton is proficient in designing relational databases in Microsoft Access for data entry and the Field Management System, is certified in programming Computer Assisted Telephone Interview systems (CATI) using Blaise, and expert in programming and data management using Survey Monkey for online data collection. She has served in project management positions on four NICHD studies of family management of childhood diabetes and has conducted secondary analyses of three large national data survey datasets for the Head Start Program and the Administration for Children and Families. Ms. Grayton received her M.P.H. from The George Washington University with a concentration in Epidemiology.
