Under Executive Order 12564, all Federal Agencies are required to have drug-free workplace plans and programs that include: employee assistance, supervisor training, employee education, and drug testing in carefully controlled circumstances.
Support for the Federal Drug-Free Workplace Program
CDM has supported the HHS/SAMHSA/Division of Workplace Programs since 1992. We provide expert and technical support for three key mission areas:
- Agency plan certification
- Drug Testing Advisory Board staffing and maintenance of the Mandatory Guidelines for Federal Workplace Drug Testing Programs
- Annual Survey Report (ASR) data collection and analysis of drug-free workplace programs implementation
CDM has also created tailored information about drug-free workplace programs for small employers, supported SAMHSA's leadership of a workplace planning initiative by the Office of National Drug Control Policy, and operated a coordinating center for Drug-Free Workplace grantees studying various substance abuse prevention policies and practices in employer-sponsored managed care programs.
Support for Federal Drug Program Coordinators
CDM also provides services directly to federal agencies implementing drug-free workplace plans and to the Drug Program Coordinators responsible for program operations through our Drug-Free Workplace Resource Center. We have assembled a unique team of experts in the federal program and the scientific, medical, toxicological, legal, EAP, training, and personnel fields that it involves.

Our team is available for a full range of support services, from answering single technical questions to supporting acquisition processes for laboratory, Medical Review Officer, EAP, and other services. We also review program operations, advise on complex cases, train new Drug Program Coordinators as they transition into their roles, and provide many other related services.
CDM offers a basic, but comprehensive and customizable, online course for supervisors in federal and other drug-free workplaces and free and low-cost materials for employee education. A Webinar is also available for supervisors who have mastered basic material and need more advanced learning and support.
CDM is currently working with the Department of Homeland Security as it moves from legacy plans to a single departmental plan covering all operational and support Components. We are also working with several other federal agencies, some newly certified and implementing for the first time, others re-starting programs after a staff transition or other hiatus, and still others preparing for Inspector General and other audits.
